Rushern L. Baker III is a veteran, attorney, father, and two-term County Executive who has spent his life stepping up when the stakes are highest. 

As a U.S. Army JAG Corps Captain and later civil rights attorney, he learned what it means to uphold the law and fight for what’s right. He brought that same discipline and resolve to Prince George’s County.

When Prince George’s faced a crisis, Rushern Baker III led the comeback. When he took office as County Executive, the county was confronting corruption, rising crime, economic stagnation, and a $150 million deficit. Public trust had eroded.

He strengthened ethics laws, balanced the budget, rebuilt the economy, and lead one of the most dramatic turnarounds in Maryland history.

Standing Up to Donald Trump’s Attacks

He stood up to Donald Trump when his actions put Maryland families and workers at risk — blocking county cooperation with dangerous immigration enforcement raids, demanding the federal government reopen during the shutdown that left workers without pay, and fighting to keep the FBI headquarters in Greenbelt.

Leading a Record-Setting Economic Revival

He secured projects like MGM National Harbor, attracting more than $11 billion in investment, adding over 21,000 jobs, leading Maryland in job growth for five straight quarters and transforming the county into an economic engine in Maryland.

He secured funding for the opening of the University of Maryland Capital Region Medical Center, expanding insurance coverage, and investing in community health programs.

Cleaning Up Corruption and Standing Up to Political Elites

When he took office, Prince George’s County was reeling from a federal corruption scandal and the arrest of his predecessor. Rushern strengthened ethics laws and transparency reforms to restore public trust and end “pay-to-play” politics.

Rushern has taken on tough fights before — and won. As a U.S. Army veteran, he understands duty, discipline, and standing firm under pressure. He’ll bring that same resolve to Congress. 

He won’t sit on the sidelines while Donald Trump undermines democracy, attacks federal workers, or threatens Social Security and healthcare.

In Congress, he will:

  • He will aggressively use the full oversight authority of the office to hold this administration accountable, demanding transparency, cracking down on corruption, defending voting rights, and protecting the rule of law.

  • Families are working harder than ever and still feel squeezed. Rushern will fight to reduce prescription drug prices, make housing more affordable, protect Social Security and Medicare, cut energy costs, and expand access to childcare and eldercare.

  • As costs rise and coverage faces renewed attacks, Rushern will defend and strengthen the Affordable Care Act, restore ACA tax credits, lower prescription drug prices, expand community-based and long-term care, strengthen hospitals, and tackle workforce shortages.

  • For more than a decade, Rushern was the primary caregiver for his late wife, Cis, as she battled early-onset Alzheimer’s. He understands firsthand the emotional and financial toll serious illness takes on families.

    At a time when this administration threatens research funding and creates uncertainty around science-based drug approvals, Rushern will fight to protect medical innovation, strengthen community health programs, and ensure caregivers have the support they deserve — so breakthroughs for Alzheimer’s, Parkinson’s, cancer, and other life-threatening diseases move forward.

  • As a U.S. Army JAG Corps Captain, Rushern understands the promise we make when someone puts on the uniform. But he also knows not every veteran is treated equally when they come home. Black veterans — and Black women veterans in particular — have faced disparities in access to healthcare, disability claims, and mental health services.

    In Congress, Rushern will fight to ensure timely access to VA healthcare, strong mental health support, fair disability claims processing, and full benefits for every veteran — especially those historically underserved.
